Inadmissible delays; benefits unknown by the potential beneficiaries or from which those who need them most do not benefit; illegal selling of appointments to access services or administrative offices; barriers to benefit social aids due to requirements that exclude certain groups (migrants, single-parent families...), the pathologies of administrative atention to people in a situation of vulnerability are diverse and seem to be experiencing a worrying increase that questions the very idea of the Social State. This work provides tools to the Administration to improve care, management of procedures and provision of services, offering a practical, quick reference respectful of individual rights and consistent with the public service mission.
